I am assuming Warren was referring more to the resolution that you can
expect the average user to be viewing at than to the actual monitor size,
itself. A 14/15" monitor (around 13" viewable size) would likely be used at
640x480, since any higher resolution would make the text rather smallish. A
17" monitor, though, would probably be used at 1024x768, or at least
800x600. If you write a page with a 1024x768 view in mind, the poor guy
seeing your page at 640x480 would have to keep scrolling back and forth to
see all parts of the page.
