GUIDELINES FOR AUTHORS
IEEE Transactions on Engineering Management is a research-based, refereed journal in engineering management, published quarterly since 1954 by the IEEE Engineering Management Society. Its worldwide subscription base is approximately 10,000.
The purpose of this TRANSACTIONS is
multifold:

To provide a premier publications medium for authors at the leading edge of engineering, technology, and innovation management in academic institutions, industrial organizations, government agencies, or other settings.
- To establish guidelines, provide insights into critical issues, and identify future directions in engineering, technology and innovation management.

To be a forum for researchers and practitioners of engineering management, regardless of their technical specialties.
- To assist in the establishment and recognition of the engineering, technology and innovation management discipline.
In order to achieve its purpose, this Transactions invites contributions from researchers, educators, managers and students of technology and innovation management. The contributions may be conceptual, theoretical, or empirical. To be considered for publication, papers must shed light on the theory or practice of engineering, technology, or innovation management. Papers which primarily describe technical tools (e.g., software) or algorithms to solve operational problems are outside the domain of the journal.
Four types of manuscripts are considered for publication:
- Research Articles are empirical or conceptual papers that present the results of research, new theories which integrate existing literature, or state-of-the-art models in engineering, technology, and innovation management.
- Research Notes extend results or comment on papers previously published, present innovative applications of established concepts and methodologies, or provide insights into critical implementation problems. Notes are typically research-based but shorter than research articles and discuss incremental findings or limited applications.
- Focus on Practice papers describe significant application issues, innovative case studies or actual implementations of existing concepts or methodology. These papers describe complex real-life situations requiring innovative solutions, use rigor in their arguments, build upon appropriate literature, and reach conclusions that will have an impact on research and practice of engineering, technology and innovation management.
- Book Reviews provides detailed peer reviews of recently published books in the area of engineering and technology management related fields.
A. Submission of Papers

Manuscripts should be submitted to the Editor-in-Chief, at http://mc.manuscriptcentral.com/tem-ieee/.
Each paper is assigned to a Department Editor to conduct the review. A double-blind review process is used to assure the anonymity of authors and reviewers, and the final publication decision is based on the department editor’s and referees' comments.

Before submitting a manuscript, it is strongly recommended that authors read the Mission Statements from department editors. They are published in the August 2004 issue and can also be found at the journal’s website at http://www.andromeda.rutgers.edu/~ieeetem/editors.html. Authors are encouraged to recommend a department for review of their manuscripts.
- One corresponding author (if you have more than one author) should be designated to submit the manuscript, periodically check the status of the manuscript, and supply information if requested. All communication will be through the corresponding author.
- Submission of a paper to this TRANSACTIONS implies that the manuscript has not been copyrighted nor accepted for publication (or published) by any other journal, nor is it being refereed elsewhere.
B. Style of Submitted Papers
- Style of submitted manuscripts should be double-spaced, 12-point font written in one single column format.
- Papers should be no longer than 38 pages including everything except the abstract and title page.
- Prepare your manuscript using a word processing program and save it as a .doc, .pdf, .rtf, or .ps file. Any of these file types will be converted to .pdf format.
- Include a 100-200 word abstract at the beginning of the manuscript to give the reader a succinct summary of the paper and to state the principal results and conclusions. The abstract should not contain any concepts or conclusions beyond those discussed in the paper.
- Write objectively, avoid jargon, and define technical terms on first use.
- Refer to all illustrations (tables and figures) in the text.
- If you have footnotes, they should be numbered and typed at the bottom of the pages on which they occur. Acknowledgment of financial support should be given as a footnote.
- Give references as a separate section at the end of the paper, with items referred to by numerals in square brackets, e.g., [12]. IEEE style should be used in references. The bibliography should be by the order of the referenced papers.
- Style for papers: Author, first initials followed by last name, title of paper, title of publication, volume, issue number, inclusive page numbers, month and year.
- Style for books: Author, title, location and publisher, year, chapter, or page numbers (if desired).

- Illustrations:
- It is in the authors' interest to submit professional quality illustrations (tables and figures) with sharp lines and good contrast. Drafting or art services are not provided by IEEE.
- To avoid dense hard-to-read graphs, show only the coordinate axes, not the grid lines.
- Number each original on the back or at the bottom of the front. Captions do not need to appear on the illustrations since they will be typeset as shown on the separate caption list (see Section B-8 above).
C. Page Proofs
Page proofs are sent to the principal author of the paper
prior to its publication. Minor and typographical errors
should be corrected according to the instructions enclosed
with the proofs. In general, major changes in the original
manuscript are not permitted at this stage. To avoid
the need for such changes, the authors are strongly recommended
to proofread their manuscripts carefully before the final
submission.
D. Copyright
It is the policy of IEEE to own the copyright to the technical contributions it publishes on behalf of the interests of the IEEE, its authors, and their employees, and to facilitate the appropriate reuse of this material by others. To comply with the U.S. Copyright law, authors are required to sign the IEEE copyright transfer form before publication.
