During the 74th General Convention, July 30-August 8, 2003 in
Minneapolis, deputies and bishops chose persons to
serve on the Joint Nominating
Committee for the Election of the Presiding Bishop, which in turn will
nominate not fewer than three persons to run for Presiding Bishop
at General Convention in 2006. (See Title
1, Canon 2 for the process.)
The Presiding Bishop will be elected for a 9-year
term, beginning on November 1, 2006 and going until November 1,
2015.
A Presiding Bishop must resign at the General Convention closer to her/his
reaching age 70, and thus could serve a full term if no older than 71.5 at
the end of it.
Therefore, a nominee would have to be born no earlier than
May 1, 1944 to be eligible to serve the full term. (See bishops listed in order of their birthdays.)
Also Bishops
may not leave a current jurisdiction until they have completed five years
in that assignment (See Article
II, Section 8 of the Constitution); therefore, no bishop who begins
service in a jurisdiction after November 1, 2001 can be considered for
Presiding Bishop in 2006. (See bishops listed in order of consecration.)

The nominating committees may well decide that they aren't going to
nominate anyone who hasn't been in place for five years. This may be
a wise decision. I just mean to say that it isn't required by the
canon, and the committee should not be hoodwinked into thinking it is.
Just as there is no requirement that one be a diocesan bishop, and
yet, some people seem to believe that there is a canonical
requirement there. I think that your tables do a disservice when they
lump in prudential judgments (you should have been there five years,
you should be a diocesan, you have to be able to serve the term
without retirement) along with the canonical ones.
The actual canon is a restriction on the election to particular
offices of people already ordained bishop, and applies only to those
offices.
Similarly, there is no canon which says that a PB must serve a full
term without retirement; there are instead explicit provisions for
what to do if a PB dies or retires partway through his term.
And there is not even a hint of anything requiring that only diocesans
be elected PB.
