Effective July 1, 1998, subject to agreement with The Episcopal Church Medical Trust "the Medical Trust") and its healthcare vendors, The Domestic and Foreign Missionary Society of the Protestant Episcopal Church in the United States of America ("The Society") will make medical and dental coverage available to domestic partners of covered employees requesting such coverage. Therefore, The Society is amending its administrative guidelines to reflect the following rules regarding domestic partnerships.

I. Definition of Domestic Partnership

A domestic partnership is defined as two individuals who:

1. have maintained a primary legal residence together for the past 12 rnonths and intend to do so indefinitely; and
2. neither one is married to or legally separated from anyone else; and
3. are each other's sole domestic partner. Iive in a spouse-like relationship, and intend to remain so indefinitely; and
4. are not related by blood to a degree of closeness that would prohibit legal marriage in the state or jurisdiction in which they legally reside; and
5. are jointly responsible for each other's basic living expenses and are financially interdependent; and
6. are at least eighteen (18) years of age and mentally competent to consent to contract; and
7. are not in the relationship solely for the purpose of obtaining benefits coverage.

II. Coverage

Coverage for an employee and his or her domestic partner will be available if the coverage is available from The Medical Trust and its healthcare vendors. Provided the employee is also to be covered, the employee may enroll a domestic partner and the partner's eligible dependents in any medical and/or dental plan offered by The Society through The Medical Trust and its designated healthcare vendor. Healthcare benefits for domestic partners may not be available in every medical market or from every healthcare vendor offered through The Medical Trust.
