RECOMMENDED SERVICE EFFORTS AND ACCOMPLISHMENTS (SEA) REPORTING INDICATORS FOR STREET SWEEPING

The Government Accounting Standards Board (GASB) identifies the objectives of solid-waste collection and disposal services as the following (Hatry et al. 1990, p. 265):

The general objective of sanitation collection and disposal services is to provide, in the most efficient and effective manner, for the collection and disposal of solid waste, leaving an environment that is aesthetically pleasing and free of health hazards associated with solid waste. The convenience of the service to recipients should also be considered in the assessment of sanitation collection and disposal services.

GASB also proposes the following candidate indicators for street sweeping (Hatry et al. 1990, p. 268-269):

INPUTS

  • Current Budget and Actual

  • Number of Street-Cleaning Vehicles

  • Number of Personnel

OUTPUTS

  • Tons of refuse collected

  • Number of street-miles cleaned

  • Percentage of street-miles receiving a regular street sweeping

OUTCOMES

  • Number of litter violations

  • Percentage of Streets rated Acceptably Clean

  • Number of Valid Citizen Complaints Regarding Street Cleanliness

  • Percentage of Scheduled Cleanings not Completed on Schedule

  • Average Customer Satisfaction Rating

EFFICIENCY

  • Cost Per Ton of Refuse Collected

  • Cost Per Mile of Street Cleaned

  • Cost Per Cited Violation

EXPLANATORY INFORMATION

  • Number of Lane Miles of Streets Requiring Street Cleaning

  • Average Size of Work Crew

  • Frequency of Cleanings Per Month

  • Vehicle Downtime

  • Climatic Conditions

  • Terrain

  • Use of Sand For Snow Removal

  • Vehicle and Pedestrian Traffic

  • Parking Conditions

  • Building Density
