New Jersey Exemplary State & Local
Award Winners The New
Jersey Exemplary State and Local Awards Program (NJ-EXSL) is a statewide effort which
recognizes public initiatives that are designed to improve the quality of government
services and operations. NJ-EXSL recognizes innovative projects and programs that produce
significant cost savings, measurable increases in quality and productivity, and
improvements in the efficiency and effectiveness of government services within the State
of New Jersey. Participation in the awards program helps communities improve the
efficiency and effectiveness of their operations through an exchange of knowledge and
innovations. Finalists are recognized nationally through a series of publications produced
by the NCPP.
Atlantic County
"Pathfinder" Program, Mental Health Association of Atlantic County
Pathfinders is a comprehensive system facilitates shifts from transitional residences
to supported housing models which provides safe, affordable, permanent houses for mental
health consumers. It provides an integrated service plan of on-call case management and
intensive support to families.

Goucester County Summary
Jury Trial Program, Administrative Office of the Courts
In an effort to meet the growing demands of a burgeoning caseload, improve the quality
and efficiency of the justice system, enhance access to justice, and reduce delay and
cost, Goucester County introduced the summary jury trial (SJT) which is estimated to have
saved approximately $106,000, or about three and one half months of a full-time judge's
time.

Governor's Management
Review Commission (GMRC), Office of the Governor
In 1990 former-Governor Jim Florio established the GMRC to cut costs, streamline
operations and increase productivity. Over 700 specific recommendations were made,
including: consolidating operations, reducing overhead and administrative support costs,
and investing in technology.

Hudson County AIDS Network
of Care, County of Hudson, Department of Human Services
The Hudson County AIDS Network is a comprehensive and culturally sensitive system based
on partnerships between the county, municipalities and non-profit service providers.

Jersey Emergency Medical
Shock Trauma Air Rescue (JEMSTAR), New Jersey State Police, University of Medicine and
Dentistry of New Jersey and West Jersey Hospital Systems
The program utilizes the resources of the State Police to provide pilots, aircraft and
maintenance for emergency medical transportation. The University of Medicine and Dentistry
of New Jersey and West Jersey Hospital Systems provides for the advanced medical care and
treatment. To date over 4,200 accident victims have been airlifted.

New Jersey Hazardous
Material Training Program, New Jersey State Police
This program develops, maintains and administers training courses in hazardous
materials response that comply with or exceed standards established under state mandate.
The unit also maintains a computerized registration database and certified issuance system
for the State's 120,000 public sector emergency responders.

Operation Border Crossing,
Port Authority of New York & New Jersey and Bergen County Prosecutor's Office
Narcotics Task Force
Port Authority Police and Bergen County police officers cooperate to conduct
surveillance and arrests of suspected drug buyers as they make purchases in New York and
transport the drugs to New Jersey.

Project IN-STEP, Neptune
Township Board of Education
Project IN-STEP is an educational and support program offered to school age parents so
that they may remain in school until graduation.

Sheriff's Labor Assistance
Program (SLAP), Morris County Office of the Sheriff
The Sheriff's Labor Assistance Program was established in 1985 to alleviate
overcrowding in the Morris County Jail by permitting non-violent criminals to serve their
sentences by performing work in the community.

State of New
Jersey/DEPTCOR Tele-Response Services, New Jersey Department of Corrections
DEPTCOR Tele-Response services employs inmates at the Edna Mahan Correctional Facility
for Women to respond to telephone requests for the New Jersey Travel Guide on behalf of
the NJ Division of Travel and Tourism. Inmates receive data-entry and telephone skill
training and the state has reduced its costs by 34%.

Tactical Auto Recovery
Group and Enforcement Team (TARGET), Newark Police Department
The goal of the program is to prevent auto-theft through educational and community
services programs and to make arrests in auto-related felonies. In May of 1992, 1,839
incidents were reported, compared to only 931 in May of 1993. |
