Award Winners

The New Jersey Exemplary State and Local Awards Program (NJ-EXSL) is a statewide effort which recognizes public initiatives that are designed to improve the quality of government services and operations. NJ-EXSL recognizes innovative projects and programs that produce significant cost savings, measurable increases in quality and productivity, and improvements in the efficiency and effectiveness of government services within the State of New Jersey. Participation in the awards program helps communities improve the efficiency and effectiveness of their operations through an exchange of knowledge and innovations. Finalists are recognized nationally through a series of publications produced by the NCPP.

Atlantic County Utilities Authority Team Bonus Program, Atlantic County Utilities Authority

Addresses problems of providing effective and efficient centralized solid waste management services by empowering employees in the workplace, by keeping them informed and knowledgeable about business operations so that they are able to work together successfully.

Bergen County Small Business Economic Development Program, Bergen County Division of Community Development

This is a public/private partnership program which stimulates small business expansion and start-up through reduced rate loans, technical assistance and business counseling.

* Bulk Lien Initiative, Mayor's Office, Jersey City

By devising a way to sell Jersey City's tax liens in bulk, the program enabled the City to maintain municipal services to residents while lowering their property taxes.

Family First-Camden County Immunization Program, Camden Department of Health and Human Services

Addresses the crucial problem of low immunization rates among pre-schoolers the program improves immunization rates countywide by removing the barrier of cost for working families who are without preventive health care coverage, and improves access to immunization services for families.

Hudson County Addiction Network/Campus Treatment Project, County of Hudson, Department of Human Services

A unique partnership helped to create a culturally sensitive treatment network which offers detoxification, treatment, and rehabilitation services to drug and alcohol abusers with the purpose of restoring them to society as responsible, sober and drug-free productive citizens.

Mercer County Energy Enhancement Program, Trenton

A partnership program with the federal government aimed to reduce harmful ozone emissions and encourage energy efficiency.

New Jersey Child Support Hotline, Department of Treasury, Office of Telecommunications & Information Systems

A cooperative and technological program which provides callers with child support, as well as case specific and/or tax information to the most frequently asked questions.

Probation Assisted Supervised Sanctions (PASS), Morris County Probation Services

An innovative program which offers an alternative to incarceration and fosters community involvement by requiring juvenile offenders to participate in structured and closely supervised activities.

* School Based Youth Services Program, New Jersey Department of Human Services

Provides comprehensive services in or near secondary schools and links the education, human services, health and employment systems. "

Tracers" Outreach Program, Bergen County Department of Human Services, Office of Veteran Affairs

The goal of this program is to reduce the legion of homeless veterans within the community and to increase the use of available programs and services by using non-traditional outreach programs.

* Trenton Office of Policy Studies, Thomas Edison State College

An innovative partnership program designed to be pro-active in assisting the city government to formulate programs by bringing together the best insights of the academic community as well as the public and private sectors to address vital public policy issues.

The Workplace Development Partnership (WDP) Program, New Jersey Department of Labor

This is a ground-breaking initiative to build an integrated statewide worker training and education system to meet the new challenges of the national and international market place of the 21st century without raising taxes.
