1995 New Jersey Exemplary State & Local
Award Winners
The New Jersey Exemplary State and Local Awards Program (NJ-EXSL) is a
statewide effort which recognizes public initiatives that are designed to
improve the quality of government services and operations. NJ-EXSL recognizes
innovative projects and programs that produce significant cost savings,
measurable increases in quality and productivity, and improvements in the
efficiency and effectiveness of government services within the State of
New Jersey. Participation in the awards program helps communities improve
the efficiency and effectiveness of their operations through an exchange
of knowledge and innovations. Finalists are recognized nationally through
a series of publications produced by the NCPP. Crisis Intervention Team of Hillsborough, Hillsborough Township Social Services
Volunteers help victims of domestic violence to obtain protective services,
referrals, education and general support. In addition, the team provides
victims and the community with information about the dynamics of domestic
violence through advocacy.

Family Development Program, City of Trenton Department of Municipal Welfare
By providing education, vocational training and pre-employment services,
this program has helped over 700 general assistance recipients become selfsufficient.

Health Professions Scholars Program, New Brunswick Board of Education
This early-intervention educational and motivational program introduces
high school students to a wide range of career opportunities in health,
hospital administration and medical services by incorporating school work
with monthly visits to the Robert Woods Johnson Hospital

New Jersey Preschool Immunization Program, NJ Department of Human Services
This is the first national program to establish vaccination units at the
county level. Units have been established in Atlantic City, Camden, Jersey
City, New Brunswick, Paterson, Trenton and Elizabeth. Two additional sites
are scheduled to open within the year, providing services to approximately
half of the eligible at-risk children in the state.

Online-Computer Bulletin Board, NewJersey Human Services, Trenton
The needs of the community and the human services staff are addressed through
the quick and effective dissemination of-information and forums provided
by this 24 hour on-line service.

Operation Fatherhood, Union Industrial Home for Children, Trenton
This pilot project encourages economic responsibility and family involvement
among non-custodial fathers whose children are on welfare. In addition,
the project tests the effectiveness of job training and support services
for these fathers.

Police/Community Partnership, Elizabeth Police Department This program
aims to decrease drug dealing and other criminal behavior by providing neighborhood
youth with job opportunities and access to recreational facilities. In addition,
it promotes cooperation between city residents and local police.

Princeton Plasma Physics Laboratory/Trenton Public Schools Partnership
Students in Trenton public schools are encouraged to pursue scientific and
technical careers. Employees of the lab assist public school teachers and
staff to improve the science and mathematics programs and curriculum, and
offer teachers and students research opportunities.

Schools in the Age of Technology, Hunterdon Central Regional High School,
Flemington In order to promote selfdirected education, schools are equipped
with state-of-the-art computers and telephones which allow students and
teachers 24-hour access to the school and to one another. Student-run TV
and radio stations broadcast to classrooms and the community at large, keeping
residents informed of school activities and achievements.

Teaneck Police Department Community Policing Program, City of Teaneck
Partnerships between police and the public are promoted in neighborhood
forums. Citizens are encouraged to get to know their local police officers,
respond to surveys about police effectiveness, and offer solutions to local
problems.

Value Engineering Program, Bureau of Value Engineering, NJ State Department
of Transportation The design and quality of road and bridge construction
are improved by utilizing multi-disciplinary teams to analyze projects and
provide recommendations for innovative and cost-effective alternatives.
Emphasis is placed on function, safety, aesthetics and environmental considerations

= programs which received National EXSL recognition in addition to receiving
a NJ EXSL Award.
