Young Ahn is a Senior Research Fellow at the Korea Research Institute for Local Administration. He was a member of the Presidential Committee on Decentralization and Transfer of Powers from Central Government to Local Government from 2004 to 2010 in South Korea and, in 2011, was an invited professor of the Ritzmeikan University in Kyoto, Japan. He has recently written books on basic fundamentals in decentralization and regional governance.

Marco Aurelio Marques Ferreira is a Professor in the Public Management Program at UFV - Brazil, where he also works as researcher and advisor in the Public Administration area. He has PhD in Applied Economics (2005) from the Federal University of Viçosa - Brazil and his first major was in Administration. Author of a several papers published at national and international journals. Editor of the APGS Review, President of the research commission of the Administration Department, and member of the Brazilian Network of Public Politics' Monitoring and Evaluation. Member of the Social Management Researchers Network and Coordinator of projects financed by Brazilian government agencies. His scientific works have been focusing on the following thematic areas: Public Administration and Social Management, Performance Measurement and Efficiency, Partnership and Voluntary Sector.

Rosemarie Terborg Davis is a Lecturer in the Business and Management Studies Department, Faculty of Social Sciences, University of Guyana (UG), Turkeyen Campus, Georgetown, Guyana. Other positions held at UG included the following: Assistant Dean (AY07/08), Coordinator – Marketing and Accounting Programmes (2005-2007, 2008-2010). She is also a member of the Board of Industrial Training since 2008. Her management expertise has been utilized in consultancies and assignments with government, the private and public sectors, and civil society.

Seok-Hwan Lee is an Associate Professor of Public Administration at Kookmin University, Seoul, Korea. He publishes on the topics of public sector productivity improvement, perfromance measurement, and organizational behaviors.


Seong Ho Oh is a Professor of Public Administration at Sangmyung University, Seoul, Korea where he specializes in public human resource management. His research interests include evaluation of human resource value, performance appraisal, and employee development in the public sector. He served as Dean of the College of Humanities & Social Sciences of Sangmyung University from 2010 to 2011.

Sifis Plymakis is currently completing his doctoral thesis on Public-Private Partnerships and performance measurement and audit in Greek local government at the Department of Public Administration and Political Science of the University of Athens.


Qunfang Wu is an Associate Professor of Public Administration at the University of Science & Technology in Beijing, China. Her research focuses on public policy and government processes, especially interest articulation and democratic participation of policy-making processes. Her recently published books and monographs include Interest Articulation and Income Distribution and Gradual Transcedence.
