The Institute of Business District Management (IBDM) is established to provide timely and current research on the purpose, process and performance of special districts with a concentration on business improvement districts, and public-private partnership administration. This Institute provides both the public and the private sectors involved in the partnerships that comprise special districts with pertinent data, policy analysis, programmatic and regulatory review, and necessary education and training.
