Application Process for SPAA
International students applying from abroad must submit application materials by November 1 for a spring term admission, and by April 1 for a fall term admission. Satisfactory English proficiency is a prerequisite for graduate study at Rutgers. Admitted students may be required to take a test of English proficiency soon after they arrive at the university, and they may be required to take course work in English as a Second Language (ESL).
International applicants are required to take the Test of English as a Foreign Language (TOEFL) or the International English Language Testing System (IELTS) if English is not their native language. New international students appointed as teaching assistants are required to take an oral proficiency test regardless of their TOEFL scores. Nonimmigrant students also must present evidence that they have adequate financial resources to meet their educational and living expenses. The university may deny admission to international applicants who lack proficiency in English.
Financial Aid
The Student and Exchange Visitor Program (SEVP) allows non-immigrant or international students and exchange visitors to receive various visa categories to study in the United States (US). International students or exchange visitors do not qualify for Title IV funds (federal financial aid).
A student must be either a US Citizen or an eligible non-citizen to qualify for Title IV funding (federal financial aid). However, an international student may qualify for an alternative loan (contingent upon lender’s eligibility requirements).

Rutgers International Emergency Assistance
Rutgers faculty, staff, and graduate students sometimes travel abroad on university business and often conduct research in very exotic places. At times, access to medical services and emergency assistance can be difficult with local resources. The Office of Global Programs in New Brunswick and the Office of Risk Management are pleased to offer free emergency medical assistance to the University traveler abroad through the SOS International.Contact Rutgers Global Programs at 732/932-7263, or email jetcohen@rci.rutgers.edu to register for the program with the following information: Name of traveler, department and address, school, phone number of traveler, email address, faculty or graduate student status, dates of departure and return, destination, purpose of University business.
