Hong Kong Correctional Services Department

Over the years Hong Kong has developed a penal system that places increasing importance on the correction and rehabilitation of inmates.  Comprehensive treatment and training programs have been developed for different types of prisoners such as young offenders, drug dependants, first offenders or recidivists.  This site provides an overview of the penal system in Hong Kong and its correctional institutions, and also gives descriptions of the various rehabilitative services provided and the functions of each.

Human Rights

Hong Kong Human Rights Commission

The Commission was founded in 1988 and is a coalition of 11 NGOs, including religious, community, and women's and students' groups.  The aim of the Commission is to promote and protect the human rights of the community.  In addition, it lobbies for the Bill of Rights and subsequent amendments to the law at local level.  The Commission has been submitting reports to the UN treaty bodies, attending hearings and lobbying at the international level.  Publications are available.

National Security Bureau: Hong Kong

The Security Bureau is responsible for a wide-ranging issues, from the maintenance of law and order, exercising effective and efficient immigration and customs control, rehabilitating offenders and drug abusers, and providing swift and reliable emergency fire and rescue services. The website includes access to recent government press release, ministerial speeches, consultation papers and full-ext legislastion. The agencies publication "Fight Crime Committee Report" includes an English language section that provides statistics on crime related issues from 1996 forward.
