programs have been developed for different types of prisoners such as
young offenders, drug dependants, first offenders or recidivists.

The Commission was founded in
1988 and
is a coalition of 11 NGOs, including religious, community, and women's
and students' groups. The aim of the Commission is to promote and
protect the human rights of the community. In addition, it
lobbies for the Bill of Rights and subsequent amendments to the law at
local level. The Commission has been submitting reports to the UN
treaty bodies, attending hearings and lobbying at the international
