The aims of the study were to collect baseline data in order to analyse the rate and nature of juvenile1 offending in Kosovo; to undertake a thorough analysis of the implementation of the juvenile justice system in Kosovo, and in particular, the implementation of the Juvenile Justice Code 2004 (JJC); and to provide recommendations on how the juvenile justice system could be strengthened."
